Navigating the Future: Maritime Data Exchange

1. To realise cooperation among ports and maritime stakeholders in reducing greenhouse gas (GHG) emissions, MPA and POR have launched a CFP in April 2024, aiming to establish industry-wide standards and build technical infrastructure that facilitate Ship-to-Shore (S2S) data exchange to facilitate efficient port calls through digital and paperless port clearance.

2. MPA and POR also seek to support IMO Resolution MEPC.323(74) by enhancing data quality and availability, developing global digital standards, and implementing this CFP to enable efficient ship-shore data exchange, thereby optimising voyages, streamlining port calls, and facilitating Just-In-Time (JIT) ship arrivals.

3. This CFP is aligned with IMO strategic direction 5, which aims to ensure that data can be exchange securely in a universally acceptable form and is verifiable across the maritime ecosystem.

Data Exchange & Digital Ship Identity Solutions

4. To accelerate the adoption of global standards and solutions to facilitate efficient port calls, streamline flow of goods and enable paperless handling, MPA and POR are currently demonstrating standards-based solutions that facilitates efficient and secure ship-to-shore data exchange.

5. MPA and POR have received proposals from industry solution providers for the development of technical and non-technical infrastructure to facilitate Ship-to-Shore (S2S) data exchange. 

6. Solution providers presented their solutions to Singapore and Rotterdam in July 2024. MPA and POR had shortlisted seven (7) partners to showcase their data exchange and digital ship identity solutions through live trials.

Proposals for global solutions for data exchanges include a digital ship identity solution to enhance the security of the data exchanges. More details on the technical specifications can be found in Annex A and Annex B. An example of a ship digital identity authentication process is set out in Annex C

8. Insights from the data exchange trials (operational efficiency, manual workload reduction, waiting time reduction, emissions reduction etc.) may be profiled under the MPA-POR GDSC initiative and presented at international fora (e.g. IMO). MPA and POR intend to present an information paper at IMO FAL Committee, demonstrating the ship-to-shore exchange of operational and administrative, data based on global standards. 

9. Non-technical and technical standards are used to develop APIs for Ports of Singapore and Rotterdam, catalysing the industry’s efforts towards digitalisation and sustainability. These standards and its Application Programming Interface (API) are designed to be harmonised amongst ports and can be adopted by various port organisation. 

Invitation to Participate 

10. Ports with international routes connecting Port of Singapore or Port of Rotterdam, along with ship managers whose vessels call at these ports, are invited to participate in this initiative through selected solution providers. MPA and POR will provide the necessary support, including access to a sandbox environment, data resources, and manpower, to facilitate data exchange trials conducted in Singapore and/or Rotterdam, as determined by MPA and POR.

11. Ship managers who are interested in the Ship-to-Shore data exchange with Port of Singapore and Port of Rotterdam may contact solution providers.
