Tokyo and Paris MoU Launch Joint Concentrated Inspection Campaign on MARPOL Annex VI

The Maritime Authorities of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) on MARPOL Annex VI this year. The CIC will be conducted from 1 September 2018 to 30 November 2018, over a duration of 3 months.
As a member authority of the Tokyo MoU, Singapore will be participating in this inspection campaign. During the period of the campaign, each ship will be subjected to one CIC inspection. Collectively, the Tokyo and Paris MoUs target to carry out approximately 10,000 inspections during the CIC.
The main objectives of this CIC are to:

  1. Establish the level of compliance with the requirements of MARPOL Annex VI within the shipping industry;

  2. Create awareness amongst ships' crew and ship owners with regard to the importance of compliance with the provisions of MARPOL Annex VI and the prevention of air pollution;

  3. Send a signal to the industry that prevention of air pollution and enforcement of compliance with applicable requirements are high on the agenda of both MoU member states; and

  4. Underline the responsibility of the Port State Control regime with regards to harmonised enforcement of compliance with the requirements of MARPOL Annex VI, thus improving the level of compliance and ensuring a level playing field.
The CIC will focus on compliance with the requirements of MARPOL Annex VI (i.e. verification of fuel bunker delivery notes, proper usage and records of MARPOL compliant fuel inside and outside of Sulphur Emission Control Areas, control of ozone depletion substances, etc). Port State Control Officers (PSCOs) will use a checklist of 11 questions to assure crew familiarity with essential shipboard operations and compliance of equipment with the relevant statutory certificates.

SRS operators are encouraged to prepare their vessels and ship personnel for this CIC.
The results of the CIC will be analysed and presented to the governing bodies of the MoUs. They can be shared with the SRS operators to help them improve their safety management systems and ensure MARPOL Annex VI compliance onboard their ships. Stay tuned.
