The 70th session of the IMO's Marine Environment Protection Committee (MEPC 70) adopted Resolution MEPC.278(70), where it is mandatory for ships to collect and report their fuel oil consumption data from 1 January 2019 onwards under MARPOL Annex VI, as amended.
Unless expressively exempted, this requirements shall be applied to all Singapore-registered ships of 5,000 gross tonnage and above except:
- ships solely engaged within the port limits of Singapore;
- ships not propelled by mechanical means; and
- platforms including FPSOs, FSUs and drilling rigs.
