We are pleased to announce that the Singapore Flag has once again been qualified for the
USCG QUALSHIP 21 programme starting 1 July 2018.
The QUALSHIP 21 programme aims to eliminate substandard shipping by rewarding
companies, operators, and vessels that demonstrate the highest commitment to quality and
safety through the highest level of compliance with international standards and United States
law and regulation.
QUALSHIP 21 vessels will be rewarded with incentives such as having their vessel's name
posted on the USCG website, being subjected to reduced scope of annual PSC examinations
and oversight, and issued with QUALSHIP 21 certificates.
Singapore ships which meet the
eligibility criteria can now submit their applications to USCG
to be certified as a QUALSHIP 21 vessel. We currently have 193 Singapore-registered
QUALSHIP 21 vessels.
In 2017, the USCG conducted 655 safety examinations on Singapore ships, three (3) of which
resulted in detentions. The Singapore Flag has attained an annual PSC detention ratio of
0.46% and a 3-year rolling average detention ratio (2015-2017) of 0.82% in the United
States (qualifying criteria for QUALSHIP 21). This is a significant improvement from 2016,
where we obtained a 3-year rolling average detention ratio (2014-2016) of 1%.
It is due to the hard work and commitment by our ship owners, ship managers, masters and
crew on Singapore ships, as well as our Recognised Organisations, that we are able to achieve
