ILO-MPA Workshop on the Implementation and Reporting of the Maritime Labour Convention, 2006

The International Labour Organisation (ILO) and MPA organised the ILO-MPA Workshop on the Implementation and Reporting of the Maritime Labour Convention, 2006 (MLC)3 from 10 to 13 July 2018. This is the first ever collaboration between the ILO and MPA on the MLC in Singapore to promote decent work in Southeast Asia for seafarers.
The workshop was uniquely tripartite with participants from government agencies, employers' organisations, and seafarers' unions that handle labour issues relating to seafarers and the MLC.
Nearly 40 participants from the ASEAN member states and Mongolia participated in the workshop, which was held at the MPA Academy (MPAA). The workshop participants were made up of government agencies, employers' organisations, and seafarers' unions that handle labour issues relating to seafarers and the MLC. An introduction on MLC and its requirements including port and flag state control obligations, reporting requirements and the importance of tripartite consultations were given to the participants.
Ms Tomoko Nishimoto, ILO Assistant Director-General and Regional Director for Asia and the Pacific and Capt Daknash Ganasen, MPA Director of Shipping gave opening remarks at the opening session of the workshop. They highlighted the importance of ensuring the sound and full implementation of the MLC, as well as promoting cooperation among governments, employers' organisations, and unions to safeguard the rights of seafarers.
Capable trainers from the ILO providing the workshop participants with an overview of the MLC.

I did not fully understand the MLC before attending this workshop. However, this workshop has given me a full understanding about the MLC. It was also useful to learn from the experiences of other participants from other ASEAN countries. Thank you ILO and MPA!

- Ms Nguyen Vu Hai, Deputy General Director, Vietnam Register

The workshop was well organised with an excellent venue and accommodations. The trainers from the ILO and MPA were very qualified and competent. We could not ask for more.

- Mr Pedro G. Aguilar, Philippines Inter-Island Shipping Association

The workshop was very useful and will be of assistance to Myanmar's work in implementing the MLC.

- Mr Soe Naing, Director of the Legal and Technical Standards Division, Department of Marine Administration, Myanmar
3The MLC sets out seafarers' rights to decent conditions of work and helps to create conditions of fair competition for shipowners. The MLC is considered as the "fourth pillar" of the international regulatory regime for quality shipping, complementing the other key conventions of the International Maritime Organisation (IMO) such as SOLAS, STCW, and MARPOL..
