A Reminder to All COC Holders
2016 is a significant year for Deck Officers and Marine Engineer Officers (MEO) who are holders of the certificates of competency (COC). By 31 December 2016, all COC holders must comply with the requirements of the 2010 Manila amendments to the International Convention on Standards of Training, Certification and Watchkeeping, 1978 (STCW Convention) in order to continue working onboard ships.
The Manila amendments to STCW have prescribed additional training requirements with the aim to improve seafarers’ capabilities in operating modern ships and enhancing navigational safety and protection of marine environment.
All holders of COCs issued by MPA under the 1995 amendments to STCW Convention or earlier regimes are advised to attend the ancillary courses to meet the requirements of the Manila amendments. Depending on the class of COC held, additional training will include the following topics:
- Bridge/Engine Room Resource Management
- Electronic Charts Display and Information System
- Ship Security Officer/Security Familiarisation and Designated Security Duties
- High Voltage Installation
- Refresher Training on Medical First Aid or Medical Care
- Refresher Training on Emergency, Occupational Safety (Firefighting and Survival).
Details of the additional courses required for revalidation of each class of COC are given in Shipping Circular No 10 of 2014 issued on 25 June 2014.
All COC holders are reminded to attend the required ancillary courses as soon as possible and revalidate their COC to comply with the Manila amendments to STCW. Singaporeans and Permanent Residents of Singapore can claim up to 70% of course fee subsidy from Maritime Cluster Fund for courses to revalidate their COC.
